This course is designed as a broad introduction to public administration. The goal of the course is to explain the fundamental ideas, theories, and processes that underpin public sector administration. It focuses on the distinct social, political, economic, and cultural context of Ghanaian public administration. Among the primary questions addressed in the course are: Do we need government? What is bureaucracy, and is it necessarily a bad thing? How can the public sector be reformed? What tools does government use to achieve its goals? How does decision-making take place in the public sector? These and other important questions provide the foundation for understanding the theory and practice of public administration.
